I like Luigi but, he was given Mario's moveset in this game. The only reason why he ranks above Jigglypuff is because Mario's moves still do more then Jigglypuff.

Fox had some of the best moves in Smash 64. However he played very sluggish compared to the other characters. He's much improved in later Smash Bros games though.

I was never a big fan of Ness years ago and I never used him until Brawl. However I will say that Ness is one of the characters that made Smash Bros what it is toady and if used right in any Smash Bros game he could be the best character.
