Well, not quite 'endlessly' . You could never get a "262144" tile on the board: in order to build that, you would need 17 tiles on the board at once (two 4's, one 8, one 16, and then one of everything else up to and including 131072).
Realistically, though, you'd end up getting too restricted in your tile movements long before reaching that point!
